The Editorial Board of the Collection of Scientific Papers “Railbound Rolling Stock” adheres to the principles of transparency, objectivity, and academic integrity in handling complaints and appeals. All submissions are considered in accordance with the recommendations of the Committee on Publication Ethics. The Editorial Board acts promptly and constructively, providing written responses within the shortest possible time.
Submission of Complaints
Complaints and suggestions should be sent to the editorial office by email: ukrndiv_ndg2@ukr.net
All requests are reviewed within 30 working days. In cases where additional consideration is required, the review period may be extended, and the applicant will be notified in advance.
A complaint must be clear, specific, and contain sufficient information to assess a possible violation of publication ethics. When possible, supporting documents or materials confirming the validity of the complaint should be provided.
Appeals Against Editorial Decisions
Authors have the right to submit an appeal against a decision to reject a manuscript. To do so, an appeal letter should be sent to the editorial office clearly stating the grounds for reconsideration. The letter should:

explain the reasons for disagreement with the decision, providing reasoned responses to the comments of the editor or reviewers;

provide evidence in case of technical errors in the peer review process;

include supporting information if there are grounds to believe that a reviewer had a conflict of interest.
The appeal is reviewed by the Editor-in-Chief. Possible outcomes include:

upholding the original decision to reject the manuscript;

initiating an additional independent review;

submitting the issue for consideration by the Editorial Board.
The author will be informed of the appeal decision in writing with an explanation of the reasons. Each manuscript may be subject to only one appeal, and all decisions are considered final.
