Activities of Certification Body for railcar-building products of DP “UkrNDIV”

Activities of Certification Body (hereinafter referred to as CB)

Activities of DP “UkrNDIV” Certification Body are based on regulative documents, Policies, Practices and Procedures developed in accordance with the current legislation.

Product certification procedures include:

– rules and procedure for issuing, maintaining, extending, suspending or withdrawl of certification;

–  assessment procedure and certification process for each certification scheme;

– description of the rights and obligations of applicants and suppliers of certified products;

– information on the procedure for consideration of appeals, complaints and disputes is carried out by the Certification Body of DP “UkrNDIV” in accordance with the requirements of DSTU EN ISO/IEC 17065: 2014, as well as in accordance with CP 9.06 ” Certification Procedure for products for railway rolling stock” developed on its basis», QG 9.23“ Quality Guidelines of CB DP “UkrNDIV” and other organizational and methodological documents.

All activities on product certification is paid by the applicant in accordance with the concluded business agreements with the CB DP “UkrNDIV”, while financial costs are calculated depending on the chosen scheme of certification and complexity of work (CP 9.04, paragraph 9 of CP 9.06).

If you want to conclude a business contract for product certification, you should send to the Certification Body your postal and bank details, as well as the full name and postal address of the manufacturing plant.

In the general case, the procedure for product certification comprises (paragraph 6 of CP 9.06):

– submission of application for product certification to the CB by the applicant (Annex B CP 9.06);

– preliminary assessment and analysis of the provided documents (clause 6.4 of CP 9.06);

– decision-making on the application indicating the certification scheme (Annex F of PS 9.06 and PS 9.07);

– sampling, identification of product samples and their testing (paragraph 6.9 of PS 9.06 and PS 9.08);

– analysis of production, inspection of production, attestation of production or certification (assessment) of the quality management system, if it is required by the certification scheme (items 6.10-6.13 of PS 9.06, PS 9.10, PS 9.11, PS 9.12);

– analysis of the obtained results and decision-making on the possibility of issuing a certificate of conformity (paragraph 6.15 of PS 9.06 and PS 9.14);

– issuance of a certificate of conformity, conclusion of a license agreement and entry of certified products in the Register of the System (paragraph 6.15-6.16 PS 9.06);

– technical supervision over the production of certified products (paragraph 6.17 of PS 9.06, PS 9.15).

The schemes (patterns) used during the certification are determined by the Certification Body in agreement with the applicant.

Recommended certification schemes (patterns).

To cover the obligations in accordance with paragraph 4.3.1 of DSTU EN ISO/IEC 17065: 2014 for certification or conformity assessment activities in accordance with the developed risk management system, CB DP “UkrNDIV” concludes an agreement of voluntary liability insurance to third parties No.223/200040 dated March 9, 2020.

The subject of the agreement is property interests that do not contradict the law and are related to compensation to the third party by the Insured due to unintentional error (negligence, oversight) while providing certification or conformity assessment services.
